I could see them being used for say an approved cms editor who can edit cms pages but doesn’t have full user administration privileges, donator giving slightly higher storage or flair as thanks for financially helping run the place, trusted/power users who you feel can upload video or more content and aren’t just going to suck up storage.

It’s a mix of a few features I saw floating around (different storage allotments, etc) and my own love of silly phpbb roles.
