Needs to be a cascading rule set, for user edits should override shared lists. E.g.
users: Alex@tld1, Bobbie@tld2, Charlie@tld3, & Dani@tld3 in blocklist 诶
Ecne has

allow-all: Dani@tld3  
disallow: Dani@*  

making Ecne unable see Alex@tld1, Bobbie@tld2, Charlie@tld3 posts, but only Dani@tld3 posts came through. any other Dani is ignored on Ecne’s personal list, unlike 诶’s singular Dani
